chore: fix and revert poetry lock to its stable state

Description

It reverts poetry related changes of #1102 and make necessary changes.

• use poetry.lock prior Add Python 3.13 and fastembed 0.6 support #1102 and make minimal changes (inlcuding fastembed 0.6.0)
• fix sdd extra dependency issues
• remove onnxruntime from pyproject.toml as it is fastembed deps
• remove spacy from deps as it is presedio_analyzer dependency
• improve SDD setup and dependency checks
• add Python 3.13 to test distribution
