[PRMP-1407] Get specific version of a document reference

Jira ticket: PRMP-1407

Description

• Adding /DocumentReference/{id}/_history/{version} endpoint logic and tests
• Adding "_" to auth policy so endpoints are allowed to have underscore in their paths
