Upgrade from Python 3.11 to 3.13

⚠️ This branch needs to be executed against the ECS Task definition jenkins-worker-v1:19 configured from:

Manage Jenkins > Configure System > ECS agent template > Task Definition Override ⚠️

Why

This gives us an extra two years of security fixes, and is the latest version of Python available.
