We still need to amend the spec around the dropping of the signature/api key headers as per: https://github.com/NHSDigital/nhs-notify-client-callbacks/pull/418/changes/BASE..651363baade2fb850300a708924af04b1f7ae083#r4046351830
Not really part of this change/ticket but we need to do it.
