Implement pre-commit configurations, add security policy, and update project metadata

This PR introduces several improvements to the repository:

• Sets up pre-commit hooks for automated code quality checks (linting, formatting, etc.) using ruff, isort, and other standard hooks.
• Adds a SECURITY.md (security policy metadata) file outlining the process for reporting vulnerabilities.
• Updates pyproject.toml with new project URLs (Documentation, Issues).
• Configures isort for linearboost as a known first-party in pyproject.toml.
• Refreshes uv.lock with updated package versions.
