Make the post-merge action print the JSON error emitted by
milestone:transitionbefore propagating a non-zero exit code.This matches the existing error-handling pattern already used by
release:finalizeandrelease:draft, and is required to diagnose interrupted release finalization in consumers.Includes an acceptance assertion that the composite action surfaces
