Add ccache

I am adding a new package to the container, here are the details.

Resolves #122

What new packages does this PR add to the development image?

• ccache

Check List

• I successfully built the container using docker

• I was able to build ldmx-sw using this new container build

• I was able to test run a small simulation and reconstruction inside this container

• I was able to successfully use the new packages.

All of the builds are done through a single machine hosting two runners at UMN. The actions for this run are waiting for the runners to be freed up - they are busy with the action to build the image on main after your merge of the other PR.
