Jelly-SPARQL: final feature iteration

• Add monolingual langtag columns
• Move Jelly-SPARQL to RDF 1.2, add literal direction support and triple terms. We will later reuse these messages in Jelly-RDF. Renaming / moving them is fine, they will be wire-compatible anyway.
• Do a few small fixes to the proto, including adding terminators for signalling completion or an error that occurred mid-query.
• Add conformance tests for Jelly-SPARQL. They have a new marker for tests that assert SHOULD behaviors in the spec. These tests are optional.
