Support for nettle 3.5 and kernel without SIOCGSTAMP

Fedora bug #1735096. Not yet sent to upstream.

Original commit 0a496f0 introduced
floods of unsolicited RA spams. It loops between generated and assigned
address. Compare just subnet and does not check exact address.

Commit 28f1809 broken DHCP completely!
Commit f332e9e is no longer necessary, similar change was accepted from themiron. Different fix invented on rawhide.

Build without it defined by kernel headers. Do not try SO_TIMESTAMP
until fixed properly.
