Foundation CMS only — not a general chatbot.
Hybrid search, query rewrite, semantic cache. A retrieval miss is a flagged web search and a logged editorial gap, never an invented org fact.
Spend capped at $5/day global and $0.25/user/day. Discord alert at 80%, hard stop at 100%.
