release(4.3.2): the parity-matrix-completion release

Release 4.3.2

Bumps all five packages to 4.3.2 for the parity-matrix campaign that landed since 4.3.1 (#100 through #113):

• Engine parity rows: cloud-IP store seam, detection pattern validation cache, dynamic rules disk snapshot lifecycle, checkRateLimitByIp primitive, GeoIP manager completion, telemetry sink/muting wiring, agent enablement bridge, full agent event vocabulary, GuardCoreError base, ban-list migration, non-trailing parity rows.
• Adapter seams: guard surface on all four adapters (reset, init status, cloud refresh, agent stats, status route), Fastify WebSocket guard re-export, NestJS decorator route adoption and CORS helper.
• Envelope contract: event envelopes match the reference corpus (events ledger 28 baselined divergences down to 2).

Version-pinned engine-version literals in the validation-cache and agent-config tests move with the bump.

Gates

• turbo build 5/5, turbo lint 5/5, turbo test 10/10 (1893 tests, conformance gates green), turbo test:coverage 10/10 (100% statements/functions/lines on core, reports for all 5 packages), pnpm audit --audit-level=low exit 0.
