Dump, API and CI (workstream)

Purpose

Workstream tracker for dump, API and CI, under the roadmap #97. PRs in this area link here with Closes #<this>.

Scope

• app/dump (static API generation), app/dump_check.py
• Models, schemas and serializers (API contract), app/validate.py (seed validator)
• Workflows: test, dump-refresh, weekly-refresh, refresh-data, bump-techapi, notify-techapi, deploy-pages, validate-data
• Submodule sync with TechAPI (never git submodule update --recursive)

Rules

• The dump is deterministic. A dump that rewrites every page means ids, timestamps or checkout depth broke.
• TechAPI main moves only through develop → main releases. Engine workflows open TechAPI PRs against develop (fix(ci): open weekly refresh PRs against TechAPI develop #96).
• Merge only after test passes (no branch protection; see the roadmap TechEngine roadmap and status #97).

Open items

• weekly-refresh: confirm the 2026-09-28 run succeeds after fix(ci): open weekly refresh PRs against TechAPI develop #96. If not, find the root cause of the 5 prior failures and cancellations.
• Schema: laptop/monitor fields needed by future scoring rules.

weekly-refresh succeeded for the first time in 5+ weeks (run https://github.com/GetTechAPI/TechEngine/actions/runs/36467328062, 3h26m, GetTechAPI/TechAPI#325). Root cause of every prior failure/cancellation: 18 Intel Atom CPUs duplicate-imported under two slugs, hard-blocking integrity_check.py --strict (GetTechAPI/TechAPI#321). The transient "Server Error" from peter-evans/create-pull-request still occurred this run (annotation in the log) but the retry fallback (#96/24ead28/5c8d986) correctly recovered and opened the PR - that part of the earlier CI fix is confirmed working end to end now.
