dropping Python 3.8 (EOL reached)
adding musllinux wheels
adding PyPy wheels (pp39 and pp310)
- PyPy needs setuptools<72.2: [BUG] self.linker_ex: TypeError: 'NoneType' object is not subscriptable pypa/distutils#283
adding 32bit Windows wheels again (still Tier 1 support in Python)
adding aarch64 Linux wheels

Issue with QEMU: Random segfault for QEMU builds in GitHub Actions pypa/cibuildwheel#2257
- but cross compile takes ages, so we wont enable it (now)
