Summary

Documentation updates for the behavior change in #92499, which excludes reports where every expense is on hold from the Submit, Approve, and Pay to-dos (Home For you, Inbox type-menu badges, and Search), and surfaces Remove hold as the report's primary action for all-held reports.

Changes

• Expensify-Home-Overview.md — In the For you section, note that all-held reports are excluded from the Submit/Approve/Pay counts until the hold is removed. Added an FAQ entry "Why isn't a report showing in the For you section?".
• Understanding-Report-Statuses-and-Actions.md — In the Held Expenses section, clarify that when every expense on a report is on hold, the primary action shows Remove hold instead of Submit/Approve/Pay, and the report is excluded from your to-dos until the hold is removed.

UI labels were verified against the app (unhold: 'Remove hold' in src/languages/en.ts).
