Create a bare-bones version of Epiworld Forecasts with the following functionality:

• Loads epiworld (does nothing with it)
• Generates Quarto HTML file
• Publishes HTML file to Github Pages
• Runs weekly through Github Actions

If there is additional time, do the following:

• Create an initial forecast with minimal model calibration:
  • Pull publicly available data weekly
  • Perform perfunctory calibration (maybe hand wave it)
  • Run epiworld model
  • Publish text-based output (no figures) to GitHub Pages via Quarto
• Additionally, perform some cleanup of the repo documentation
