Part of #2786.

The configuration for the Recipe Test Workflow (RTW) currently copies and modifies the locally available copy of config-user-example.yml.

This should be updated so that the config-user-example.yml from the latest checked out version of esmvaltool is used. This is checked out in the install_cold task of the workflow.
