ESLint: Don't ignore specific appsec file

What does this PR do?

For some reason, the file packages/dd-trace/src/appsec/blocked_templates.js was previously ignored by ESLint. There doesn't seem to be any good reason why, so this PR re-enables linting of that file.

lol I just did some gitting, and it looks like the reason why we had backticks is because the templates used to be multiline, and backticks make it easier to create multiline strings, then we minified them, but forgot to revert to using single quotes
