What does this PR do?
This PR adds Android wrapper for the React Native Flags SDK.

This PR is a successor to #1070. It has been opened on top of #1064 because this branch introduced a lot of changes in the general package API, rendering the old Android PR non-relevant at this point.
Additional Notes
This PR is pending upon the 3.5.0 Android SDK release.
Until then, it is only possible to run these changes locally via composite builds with a local dd-sdk-android repo.
