Add Chinese Translation

Not a massive deal considering that not a ton of actual content is introduced in v1.4.1 - the majority of the translations needed are just for potions/effects - but when you get a chance, could you add the additional translations for it? While I'm porting over to neoforge, the lang changes/additions can be viewed through the fabric branch on the repository - here. There is one line inside of the lang that you can completely ignore, as it was adjusted later on: "effect.hibernalherbs.swarm"

Let me know if there's any questions, like if you need alternative words to translate into!

(I'll still end up merging this pull request, but it would just be appreciated to have all translations for the update done instead of releasing the update and then a lang update separately)

edit: forgot to mention this originally, but there is also 2 new patchouli entries, 2 patchouli templates (brewing recipes) and a new patchouli category in this update as well.
