Nat/exemption section

Problem

We would like to create a new section on the form to assist users with identifying if their project falls under the 4 exemption categories of the SHARE IT Act

Solution

• Added checkboxes for each exemption consideration based on https://github.com/DSACMS/gov-codejson/blob/main/docs/exemptions.md
• ACTION: Need to return result based on answers selected, update form with correct usageType and exemptionText value
