Mostly replaces looping over kvlist->pairs with rte_kvargs_get.

remaining uses are AFAICT:

  • ethdev_driver
  • mlx5_common
  • test_devargs
  • test_kvargs

Goal is to make implementation details of rte_kvargs private for further refactoring.
