I am 50% sure Immediate Relative Majority Votes already have a requirement for votes to be cast only by eligible voters - as defined in 7.A.1 - waiting for verification

A different thing discussed would be to remove "of attending members" and this would be a non-semantic change - if you're interested. It is unambiguous in it's current state though so the change is unnecessary |

@Qelxiros and I agree that it's weird to have two instructions in one line, especially since the other 3 are numbered.
These changes don't touch the diff created by your PR, so if you choose not to make these changes lmk and I'll merge this PR and make a separate PR, but since it touches the same line there's no scope creep
