Add support to produce Distance Domain Records

• Time Domain to Distance Domain Loop
  • Time Domain Measurement to calculate distance moved
  • Time Domain Signal to determine when a new Distance Domain Record is produced
• Update Measurement Framework to support Distance Domain Records
• Ensure Distance Domain Data "lines up" so that it is at the right location

Note: This should not be a significant effort over v0.1 as v0.1 will have most of the requisite functionality; thus this focuses more on the details of the Time-Distance Domain Conversion, which is not an insignificant task.
