This PR cleans up the setup instruction in the Readme file and installs virtualenv with Python 2.7 . This PR also addresses issue #178 (fixing closing time) and issue #181 (adding stipend field).
Test:
-Follow instructions in
README.MDto setup the environment and database.-Log in as Admin and navigate to /chair/setParameters. Create a new term.
-On that same page, in the parameter table, click on the pencil to edit the parameters. Edit the stipend field and click submit. The new stipend value should be saved to the row that you just edit.
