Data Plane API Specification Update Pull Request

The Azure AI model inference API is a common contract for a large selection of models in Azure AI Foundry that allow to easily change model providers without changing the underlying code. For more information see https://aka.ms/azureai/modelinference. This PR introduces the contracts under the REST API repository.
