Re-organizes test and perf projects:

• Folder structure updates
  • perf projects moved to /perf
  • All test-resource projects moved to /test/Resources/TestProjects
  • TestScripts moved to /test/Resources/TestScripts
• Removed some explicit files from sln
• Cleaned up test csproj's
