Type of Change
Updating the wordings of blank workflow card with contents reviewed by @ecfan
The workflow card will have a wording to let users know it will be replacing the current workflow in case of consumption where workflow already exists.
Test Plan
To ensure backward compatibility, if no parameter is provided, the blank workflow card content defaults to "start with empty workflow...". Only when it is the case of consumption and the workflow data is present, it will change the wording in the card. Added in the blank workflow card tests to check for the default message present.
