Feature request

Is your feature request related to a problem? Please describe.

Enable DDS by default on SITL and build server. If you want to develop, you can optionally install the tool.

Describe the solution you'd like

Want AP_DDS_PREGEN directory for the generated files. If microxrceddsgen doesn't exist (at configure time), and if it doens't, then link in the pregen files. If you do generate, it will have to write in the build tree. Change include path based on flag USE_PREGEN.

Need a libraries/Tools/AP_DDS_run_pregen.

Describe alternatives you've considered

Require all devs to install microxrceddsgen.
