Fix loop sound persisting after the payload carrier is removed. #8034

(Turn on sound)

Note: Currently only applies to units being removed, not blocks like payload conveyors. I'm sure there's a better solution for this problem, which is why I'm not immediately changing all of the blocks. I'm also not applying to all blocks that store actual payloads because it has to account for unit payloads dumping.
