Update Bamboo to not run AllenSDK tests as root

Bamboo currently runs AllenSDK tests within a docker container as root.

• Current dockerfile for AllenSDK testing container should be updated such that a non-root default user is set.
• Deploy new container and update Bamboo (and possibly tests)
