CI for rust doesn't run `qemu_cortex_m3`

When twister collects targets for testing, it neglects to include the qemu_cortex_m3 target when testing for Rust. It is unclear for this, as building the tests on this target work when done directly with west, and there isn't any clear distinction in the board yaml files.
