There are a lot of links in the README that are currently broken, especially ones to external docs such as the regular Zeek docs.

Thanks to @mmccul for noting all of this while searching for cluster documentation.

Spicy has https://github.com/zeek/spicy/blob/8c7393744d2aa2e02f73f2b3dff4c2d5a46327d7/doc/Makefile#L54-L56, which we could lift for this.
