Allow Splitting of the Left Dock to have a Version Control Window below the normal Left Dock

I really like the addition of the Git/Version Control Panel on the Left Dock but would like to have it always available, even if I have Project Panel/Outline Panel open already.

I've created a simple mockup of what this could look like.
