Default for including in docs

We ended up setting excludeFromProjectDocs to true for all packages and then to false for a couple of them.

So I'm thinking maybe the opposite default would be more useful but this is only one project.

i changed exclude to include and added a corresponding project wide option like every other option, so this should be fine now #189
