What
Create a surf specific version of the pydantic-wfo forms lib to be used in the surf version of the Wfo.
Why
This version when feature complete replaces the uniforms form library we are currently using
Acceptance
Implements surf only fields based on the wfo specific library created in #1667.
Discuss: Could be done incrementaly on a per field basis
