build errors due to conda clean -tipsy

This is used only in linux-anvil; I see a lot of conda clean -tiy in other linux-anvils (e.g.) -- I'll report back shortly if that's sufficient to resolve any issues.

I haven't encountered this personally. If you can't resolve, can you provide the steps to reproduce this behavior?
