respec-generated glossary links different from xslt-generated glossary links

Respec changed how it generates glossary links, rendering the way our generator duplicates its functionality out of date. Respec now uses the first term in the "data-lt" if present instead of the actual term name in all cases. I consider the respec change a regression but it's in the WCAG 2.1 Recommendation, so will have to sort out what to do for our xrefs in the generator.
