I think it would be ok only in graphic design, for poster, brochure...
For article and books, both body text and headings, narrowed punctuations will shorten the pause between paragraphs to affect reading experience. So it is not ok.

In Hong Kong and Taiwan, should the width of the centered comma, period, secondary comma, colon, semicolon and interpuncts be "adjustable"?
