Tanzu plugin sync help should tell the user much more about what it is doing, such as where it will sync the plugins

Bug description

We have some pretty sparse help messages in the tanzu cli. It would be a fantastic user experience upgrade to include some good help text, and perhaps not a lot of work (just describe what it already does!).

tanzu plugin sync could tell a user how its getting the plugins, and for each different platform where it is storing the plugins.

Help text should have helpful text tanzu plugin sync should not say "syncs plugins".
