Models with stochastic applications without reactions can not be saved:

MappingException-generated an invalid mathDescription: stochastic model requires at least one jump process

There is no reason for this requirement  - deterministic models can be saved without reactions. Stochastic models without reactions are useful for the conversion of concentrations to molecules.
