Move test runner to GitHub Actions

Currently using travis-ci but they seem to have started to pull free support of OS projects, or severely limted them and they do not run anymore. The only reason why this repo uses travis-ci is because GitHub Actions do not have support for ARM based runners.

However according to this

ARM based runners are coming, hopefully sometime in 2024. So once those are generally available move the test runners to GitHub Actions.
