Create a snippet layer

Ideally, something that will hook into deoplete for snippet completion.

https://github.com/joereynolds/deoplete-minisnip and https://github.com/joereynolds/vim-minisnip are interesting, but fatih/vim-go doesn't support minisnip.

https://github.com/Shougo/neosnippet.vim has deoplete support built in, as does https://github.com/SirVer/ultisnips

Neosnippet is 100% viml, so that might be a more portable solution.

Language layers should also make sure to configure snippet integration if possible as well.
