Echo file for intra-cluster routing resources

When writing the RR Graph file, it does not include intra-cluster routing resources (even when the flat router is used), since that portion of the RR Graph is design-specific. However, in some use cases, such as debugging, it may be necessary to inspect intra-cluster routing resources. An option should be provided to dump this information.
