the number of extensible measurements is exactly 4 #20

Currently we allow for any number of entries in the realm-extensible-measurements claim, as long as it's not zero.

However, the spec says:

[...]
cca-realm-extensible-measurements-label => [ 4*4 cca-realm-measurement-type ]

which means that we should instead check that the number of entries is exactly 4.
