Test setup for building Vaadin app with setup-gradle and Gradle cache

Describe your motivation

A pre-requisite for issue with Gradle configuration cache support in Vaadin.

Describe the solution you'd like

We need to create a test configuration using the provided steps from the original ticket to be able to reliably reproduce the issue and fix it.

We can use act or setup a separate branch in https://github.com/vaadin/base-starter-gradle and run GH Actions for it, depending on what is easier.

Additional context

To be tested with setup-gradle V4 and latest Gradle (8.12 at the moment).
