More updates to the 2.1 sidenav

The main change here is moving all docs for cockroach commands
into the CLI reference section. This PR also moves the
ui auth info from a separate page to the "Use the Admin UI"
page and renames "Cluster Vis" to "Node Map" in the
enterprise features section.
