allow listing utils by ls src/uu before building coreutils (--list)

I want to list utils before building binary without sed and grep. But ls src/uu contains checksum_common.
I think we can make uu_cksum a library vrate as same as uu_base32. Also we can move uucore's checksum module to there.

What is the ultimate purpose of this ?

For the record, the reason for checksum_common exists is really to centralize all the common steps of all the *sum algorithms without the standalone binaries (md5sum etc) carrying the unnecessary burden of cksum.

Additionally, it centralizes common checksum error messages without them polluting the rest of uucore in which they're unneeded.

I'm not against going another way, but I'd like to keep this properties if that can fit what you hve in mind

Can we keep sharing *.ftl by making uu_cksum a library crate? ls src/uu was one of a reasonable way to list utils even for cross-build before checksum_common was added.
