ADD 'action migrate'

This feature wold be nice!
Usually the actions require a lot of time to be configured and I did not find an interesting way to export/migrate.

This is a good idea, we don't have a way of restoring actions in an easy way.
We need two commands, one for export and for import.
We will use action.get and action.create to implement these commands.
We need a parameter to decide what to do if the action already exists under import.
