It doesn't say anything about what this color is for. RF uses it to determine what color to draw outlines in the background. It could also be used to specify the color for a color layer.
Does this need clarification in the spec or is it fine to have this so openly defined?

This was openly defined on purpose. I didn't want to say "this is the fill color" because then we'd need to have something for stroke color, point color, ... Then, if we're defining stroke color, we should probably define weight, dash, ... It started to look like SVG.
If you think we should clarify, that's fine with me.
