Request to add support for Abkhazia

I would like to suggest adding support for Abkhazia in the react-phone-hooks library.

Abkhazia uses the Russian country code +7, with the following prefixes allocated for its telecommunication services:

+7 840 — landline numbers

+7 940 — mobile numbers

These prefixes are officially assigned and used in practice, and supporting them would enhance the accuracy and inclusiveness of phone number handling in regions that rely on these codes.

I kindly request considering the addition of Abkhazia as a selectable region or country in the library, including its relevant dialing codes and phone number formats.
